• The web page should not have a rel="nofollow" attribute in its link structure. (you can check that by viewing the page source.)
• The web page should not have alot of outbound links, means that there should not be so many links of other sites on it, because every link on a page shares its page rank.

Educate Management

You should really look into giving the links building insight/education to your coworkers/management. it really helps . You can teach them how to build QUALITY links, so they can do it in their free time.

Befriend a site

That means to earn a good relationship with some good page ranking websites so if they agree to put your site's link in their footer so that their site will have your link on every page. I guess u get the picture.
